The image in top down because the white color pencil is positioned at the center which attracts the eyes.

The other color pencil are positioned differently pointing counter clockwise, and the way that it is position and the colors implemented on them gives it an offset to the one in the center.  The shape of the image attracts the eye because of its simplicity and symmetry.  The way the pencils are position makes the eyes turn to the center of the image and make it look like that you are zooming in or that the image looks like its being sniped around by another force just by looking at the image.
